President Roosevelt said: “If we try to avoid the fact that we have put a little more emphasis on Lublin`s Poland than on the other two groups from which the new government is to be drawn, we will expose ourselves to accusations that we will try to reverse the decision in Crimea.” Roosevelt acknowledged that, in the words of Admiral William D. Leahy, the Yalta language was so vague that the Soviets would be able to “stretch it from Yalta to Washington without ever breaking it technically.”  The French head of state, General Charles de Gaulle, was not invited to the Yalta conference or to the Potsdam conference, a small diplomat who aroused deep and persistent resentment.  De Gaulle attributed his exclusion from Yalta to Roosevelt`s long-standing personal antagonism against him, although the Soviet Union also refused his admission as a full participant. But the absence of a French representation in Yalta also meant that De Gaulle`s invitation to the Potsdam conference would have been very problematic. It would then have felt honourable to insist on the need to reopen all the issues agreed upon in Yalta in his absence.  Allied leaders arrived in Yalta because they knew that an Allies` victory in Europe was virtually inevitable, but less convinced that the Pacific War was approaching. Recognizing that a victory over Japan might require a long-term struggle, the United States and Britain saw a great strategic advantage for Soviet participation in peaceful theatre. At Yalta, Roosevelt and Churchill discussed with Stalin the conditions under which the Soviet Union would go to war with Japan, and all three agreed that the Soviets should have a sphere of influence in Manchuria in exchange for a potentially decisive Soviet participation in the Pacific theatre after Japan`s surrender. These include the southern part of Sachalin, a lease in Port Arthur (now Thehukou), part of the manchury and Kuril Islands. This agreement was the main concrete achievement of the Yalta conference.
